Thank you for your interest in substitute teaching in Merced County. We appreciate your desire to become part of the Merced County Office of Education Substitute Teacher Clearinghouse serving our Districts and students countywide.
The first step to becoming a substitute teacher is to register on the countywide substitute list.
What are the requirements to be on the countywide substitute teacher list?
- Hold a valid, non expired:
- California Teaching or Services Credential or
- A valid substitute teacher permit or
- Apply for a Substitute Teacher Permit, please follow one of the application processes below.
- Valid Fingerprint clearance with:
- The Commission on Teacher Credentialing (CTC) and
- The Merced County Office of Education Clearinghouse

Credentialed Teacher Substitute Checklist
Hold a valid, non-expired California Credential or Substitute Teacher Permit
The holder of a valid teaching credential is authorized to serve as a day-to-day substitute teacher in any classroom, including preschool, kindergarten, and grades 1-12 inclusive. The holder may substitute for no more than 30 days for any one teacher during the school year, except in a special education classroom, where the holder may serve for no more than 20 days for any one teacher during the school year.
30-Day Substitute Teaching Permit Checklist
Requires completed baccalaureate or higher degree and Basic Skills
The Emergency 30-Day Substitute Teaching Permit authorizes the holder to serve as a day-to-day substitute teacher in any classroom, including preschool, kindergarten, and grades 1-12 inclusive. The holder may serve as a substitute for no more than 30 days for any one teacher during the school year, except in a special education classroom, where the holder may serve for not more than 20 days for any one teacher during the school year. This permit is valid for one year and is renewable.

Emergency Substitute Teaching Permit for Prospective Teachers Checklist
Requires completion of 90 Semester Units or 135 Quarter Units, Current Enrollment with a four-year California college or university and Basic Skills
The Emergency Substitute Teaching Permit for Prospective Teachers authorizes the holder to serve as a day-to-day substitute teacher in any classroom, including preschool, kindergarten, and grades 1-12 inclusive. The holder may serve as a substitute for no more than 30 days for any one teacher and may only serve for a maximum of 90 days during the school year. In a special education classroom, the holder may serve for no more than 20 days for any one teacher during the school year. The permit is valid for one year and may be renewed only once.
